Fills can provide direction and shape to a verse and arrangement, build energy with extended range and busyness, or calm things down with sparsity. You can think of a fill as a conversation between the vocalist and the supporting cast. The singer just announced an emotion. You as the supportive friend want to let the singer know you heard what they said, are in agreement, and entice the vocalist to come back in and tell you more.
